Xanthos Systems is a privately-held technology company located in Rancho Cordova, California, part of the greater Sacramento area.  The Xanthos Systems team has more than 100 years of cumulative experience invested in the Health and Safety, COOP, disaster preparedness and Workers Compensation arena.  Through our experience, we developed a clear understanding of the struggles faced by private and governmental entities when dealing with risk management issues.

Our Workplace Risk Management, Continuity of Operations and Family and Business Disaster planning platforms operate on an on-demand basis, which means our customers do not need to invest in capital equipment or hordes of new employees to implement it. It's as simple as turning on the access.

Michael Allen—President
Mr. Allen began his career with the County of San Diego and has considerable experience in emergency planning and preparedness.  As part of his duties in the County Executive’s Office he was coordinator of emergency planning.  He was the founder of one of the largest public affairs companies in North America specializing in business and local government.  He has extensive experience with private and public ambulance services as well as a long relationship with EMS coordinators throughout California and other States.  Additionally, in 1993 he founded Integrated Realtime Information Services, Inc. (IRIS) a successful online ASP company providing state of the art public affairs and “grassroots” tools to professional associations and governmental entities.  Over 5 years ago he co-founded Xanthos Systems LLC an online SaaS risk management company providing workplace risk management, continuity of operations planning and disaster recovery planning for a variety of insurance, governmental and private entities.

Clay Jackson – Management Committee Chair /
Mr. Jackson has a degree in engineering, an MBA and 30 years of experience in executive management and business relations in and about various financial institutions and service industries. Most recently, he has spent the last eight years in management capacities with privately-held information technology companies providing software to insurers and related entities. At Xanthos he handles human relations, finance, vendor and contract relations, administration and risk management issues.

Jerry L. Rufener – V.P. Product Systems /
Chief Technology Officer

Mr. Rufener joined Xanthos during its first full year of operations.  He has an advanced technical education founded upon his degree in mechanical engineering from the University of Washington.  He also has numerous professional certifications (e.g., MSCE, MCSD, MCDBA).  He started his career at Boeing and his developing expertise in hardware and software led him to Digital Equipment Corporation, Fairchild Data Systems and others.  Mr. Rufener left the Fortune 500 world some 20 years ago for the more interesting pastures of technology consulting and entrepreneurship.  He has skills in the analysis, design, coding, implementation and support of multiple computer-based systems.  Mr. Rufener is the designer of and has technical oversight for all Xanthos systems.  As our CTO, he is responsible for the design and testing of our products, and assists in the technical end of marketing and product analysis.

Glen M. Brechlin – V.P. Operations
Mr. Brechlin is the newest member of the Xanthos team, joining in 2006 to oversee our network operations and related hardware matters.  A senior electronics engineer, he has over 30 years’ experience in computer system engineering design, configuration, and installation supervision for computer systems and networks.  He has expertise in the analysis and repair of network problems and in optimization of configurations.  Mr. Brechlin has a Bachelor (University of Redlands) and Master Degree (San Diego Sate University) in electrical engineering and commenced work in communications systems for the US Navy.  He subsequently designed and installed network systems for agencies ranging from the Department of Defense to the National Training Center, with substantial experience in health care systems.  Leaving federal service, he was engaged by Science Applications International Corporation (SAIC), and, during the last 10 years, has handled numerous projects for public and private clients.  Mr. Brechlin is responsible for all of Xanthos’ hardware, systems and networks.  He also acts as a product project manager, and, as a member of our Software Specifications and Production Committee, is involved in the development and installation of all products.

Sandy Rainey—Director of Sales
Ms. Rainey comes to Xanthos Systems with more than 30 years of leadership experience in sales and marketing.  Having started in the trenches as an account executive, Sandy quickly rose in the ranks to become a key leader in helping companies grow their business.  Sandy spent five years as VP of Sales for CS&T, a $2B software company, increasing sales by more than $500M in three years.  Over the last five years, Sandy has worked directly in the start-up environment in construction technology and manufacturing industry and has been instrumental in their success.  Sandy holds a Bachelor of Science in Business Administration from California State University of Sacramento and sits on the board of Tent Makers, a non-profit building affordable housing in the Sacramento area.  She currently resides in Newcastle with her husband John and son Blake.

William B. McSwain—Director of COOP & Implementation
As the lead executive for Xanthos Systems LLC for implementation of Workplace Risk Management Platform™ (WRMP™), Continuity of Operations and Family and Business Disaster Preparedness (USA Ready) projects, Bill brings a wealth of IT and project management capabilities.  Prior to joining Xanthos Systems, he co-founded ESS Group which provides IT software development and hardware design and implementation to many governmental and private entities.  He has successfully handled COOP implementation in Merced County and is currently engaged in Stanislaus County COOP pre-implementation processes.  He participated in COOP implementation projects at Clackamas County and the California State courts, as well as WRMP implementation for Yolo County.  His knowledge of project planning and implementation particularly as it relates to governmental entities is extensive.

Charles Mitchell—Principal Risk Management Consultant
Mr. Mitchell is a risk management professional with more than 35 years experience and an extensive background in organizational effectiveness.  Holding a Master of Science Degree in Safety Engineering from the University of Southern California, Chuck has taught technical safety and risk management at several colleges and universities including his alma mater, USC.   Chuck has held positions of senior underwriting responsibility at several workers’ compensation and general liability insurance carriers.  Chuck was appointed under Governor Pete Wilson, as one of the State of California’s first members of the “Safety and Health Commission”.  He currently resides in Pleasanton with his wife Sandy.

 

George Vignolo—Principal Risk Management Consultant

After attending CSU Chico and the University of Massachusetts, George began his career California’s State Compensation Insurance Fund as a safety representative in the San Joaquin Valley providing industrial safety services to State Fund policyholders in agriculture, construction and manufacturing.  Subsequent State Fund assignments included stints in the organization’s corporate communications, underwriting, marketing departments and  field operations as manager of the Fund’s Sacramento district office field operations, responsible for safety, sales and underwriting in the ten-country Sacramento District Office.  George ended his career as Vice President and member of the Fund’s Executive Committee with responsibility for Fund’s Safety and Health Services and Marketing departments.  George was a member of the American Society of Safety Engineers, the International Association of Business Communicators, and the Insurance Educational Association.  George currently resides in Contra Costa County with his wife and remains committed to helping employers and their employees to build a safer workplace. 

 

Jim Cinney—Principal Risk Management Consultant
Jim Cinney is a leader in the insurance industry with an extensive knowledge in the areas of loss control, management, marketing, human resources, insurance operations, and administration. He pioneered the integration of training, technology, and culture change to bring safety to the forefront. Mr. Cinney filled senior management positions at The Zenith™, Industrial Indemnity and Superior National Insurance Group where he developed interactive software that provides all documentation of clients’ safety programs, claims needs, and voluntary payroll reports, as well as another software program that manages records archiving and retrieval. In addition, Mr. Cinney managed the organization’s regional integration of a corporate acquisition, including reducing staff and expense, increasing volume, improving the mix of business, and strengthening reserves. Also for Superior, he provided creative direction of corporate identity and all related materials as well as creative marketing concepts that included a video, which won a “Telly Award” in 1998. His education includes an A.A.S. from Hudson Valley Technical Institute in Troy, New York, as well as numerous continuing education and training courses. Mr. Cinney holds a California Insurance Agent/Broker license.
